How banners work in Minecraft
The same rules this maker follows, straight from the game.
Put a banner and a dye in a loom, pick a pattern, and take the banner out. 32 patterns need only dye.
Each pattern goes on top of the last one. The loom stops at 6, in Java and in Bedrock.
Any pattern takes any of the 16 dyes, and the banner itself comes in the 16 colours of wool.
The loom works the same in both. Bedrock also still takes the old crafting table recipes.
How to make a banner
Craft a blank banner from 6 wool of one colour and 1 stick: the wool fills the top two rows of a crafting table and the stick goes in the middle of the bottom row. The wool colour is the banner colour, and it can never be changed after.
Adding patterns
Put the banner and a dye in a loom (2 string over 2 planks) and pick a pattern. Every pattern goes on top of the ones before it, so the order matters: that is why every banner here comes with its steps in order. 32 patterns need nothing but dye.
Ten more need a banner pattern item in the loom's third slot: Field Masoned, Bordure Indented, Flower Charge, Creeper Charge, Skull Charge and Thing are crafted from paper and a brick block, vines, an oxeye daisy, a creeper head, a wither skeleton skull or an enchanted golden apple. Globe is bought from a master cartographer, Snout is found in bastions, and Flow and Guster in trial chamber vaults. The banner pattern is never used up.
Java and Bedrock
Both editions use the same patterns and the same 16 colours, and both stop at 6 patterns. Bedrock calls two of them Base Fess and Chief Fess (Java says Base and Chief), and it still accepts the crafting table recipes Java used up to 1.13. In Java, a command can put up to 16 patterns on one banner.

How many patterns can a Minecraft banner have?
Six when you make it by hand, in a loom or a crafting table. In Java, a /give command can put up to 16 patterns on one banner and all 16 show. Bedrock only ever shows 6.
Which patterns need a banner pattern item?
Ten of them: Field Masoned, Bordure Indented, Flower Charge, Creeper Charge, Skull Charge, Thing, Globe, Snout, Flow and Guster. Each needs its banner pattern in the loom, and it is never used up. In Java 1.14 to 1.21.1, Field Masoned and Bordure Indented need only dye.
Can I still make banners in a crafting table?
In Bedrock, yes. Every pattern has a dye shape: pick Crafting table above the steps to see it. Java used those recipes up to 1.13 and switched to the loom in 1.14.
How do I copy a banner?
Put the finished banner and a blank banner of the same colour in a crafting table. You get a copy and keep the original. A banner with more than 6 patterns cannot be copied.
How do I take a pattern off?
Use the banner on a cauldron with water. Each wash takes off the last pattern that was added.
Can I put my banner on a shield?
Yes: put a shield with no design and the banner in a crafting table. Java has had it since 1.9 and Bedrock since 1.20.
Can I get the steps for a banner I already built?
Yes. Save the part of your world with the banner as a .schem, .litematic or structure file (or a Bedrock .mcstructure), then press Import in the maker. It reads the banner and writes its steps.
